Tropicana Park Project Overview

Tropicana Park is a new waterfront neighborhood park located at 4101 Tropicana Parkway W, in northwest Cape Coral. It was developed as part of the city’s efforts to expand public parks and improve waterfront access, particularly for non-motorized recreation.

Project Timeline
- Early Planning (2020): Final design plan approved by City Council on June 1, 2020. The original plan included space for the Cape Coral Rowing Club in the southeast corner.
- Contract Award: On October 30, 2024, City Council approved Resolution 350-24, awarding the construction contract to Burke Construction Group, Inc.
- Groundbreaking: November 18, 2024 (9:00 a.m.)
- Construction Period: 360-day contract. Construction was reported at 85% complete as of April 2026. Costs exceeded original estimates due to inflation and other factors (total project cost exceeded $9 million according to city updates).
- Final Phase: Finishing touches completed in May 2026.
- Grand Opening / Ribbon Cutting: Friday, May 29, 2026, at 10:00 a.m.
City Council Vote
The key formal approval vote for construction was the October 30, 2024 vote on Resolution 350-24, which authorized the contract with Burke Construction Group. This was the primary vote that moved the project into active construction.
Controversy: The Rowing Club Issue
The park has been highly contentious because of the Cape Coral Rowing Club.
- Early designs (2020) included the club.
- In April 2026, the City Council deadlocked 4-4 on a lease/license for the Rowing Club to use the park.
- Later votes resulted in the council rejecting (5-3) the club’s request for a permanent home at Tropicana Park.
- Mayor John Gunter publicly stated strong opposition to locating the rowing club there.
This debate has been a major point of division in the current election cycle.
